I am running EHR Software Website http://www.drmhope.com/pages/ehr-software  I want to target for 2 keywords - Meaningful Use certified ehr & Top Electronic Health Records EHR . But none of them are appearing up to 10th page in Google.com  I have similar page in my website http://www.drmhope.com/pages/emr-software   where content is near about same.
My question is does emr page is causing me the problem for not having ranking for ehr? Do I need to use canonical tags? If so please tell me the procedure. If not please suggest me some other ideas about this. Please Help me to rank 2 keywords. Thanks  ???

No the EMR page is not causing you the problem for you at all. Before commenting on this I need to know what exactly you are doing to promote your page? And where are you posting links? Then I can suggest you.

I want to target page http://www.drmhope.com/pages/ehr-software  for 2 keywords Meaningful Use certified ehr & Top Electronic Health Records EHR . 2 Months ago I have started working on this page. I require only this page to promote from entire website.
For that I have fully optimized the webpage & add H1 & H2 tags accordingly. I also prepared meta tags for this. I add H1 tag to my both keywords & repeat them few times in the content.
In off page I made enough directories, bookmarking & forum submissions. In webmaster it indicates only 33 backlinks for this page. In ahrefs it indicates 250 backlinks with 23 domains.
Why Google Webmaster is indicating so less backlinks after so much submissions? I completed near about 100 directories 25-30 Bookmarkings & 76 forum comments in this community.
After all the efforts it's ranking must reflect somewhere, but is not anywhere up to 10th page in Google.com
Your Suggestions are most welcome. Please Help me. Thanks.

You are targeting the wrong keywords to promote. Use something like EHR software, Electronic Health Record Software, Certified EHR software etc etc. Ask yourself, will you search for your software using meaningful use certified ehr? If I was you I won't. You have to target which is relevant. Change your keywords as you are telling about your software and services. Put them in Title, page content. Write blog about it. Interlink your pages with them, and participate in Forums that are related to your niche. Having a signature in internet marketing forum won't help you. Post on websites that are related . Share your content and be social. You will get results soon then.

There is no use of 76 or 760 posts in any forum if you are not at the right place.

Make sure you have unique contents in the individual pages. Wrong usage of canonical tags also harm the site. Please check the quality of the content with keywords in it.
