ccTLD domain not appear in country-specific google SERP

I have ccTLD domain "domain.im" (.im zone)
The language of site is Hebrew.
Site hosted in Israel.
Site indexed and appear on 2nd place on first page result for some keywords (in google.com & google.co.il).

When I search (keywords or site:domain.im) in google.co.il (Google Israel) with country-specific filter - site not appear at all.
Html lang attribute is "he" (Hebrew)
There is meta  http-equiv="Content-Language" content="he-IL".

The question is how to appear in google local searches? Whole content in Hebrew and indexed very well.

May be to create mirror of site (with canonical to main domain ".im" or hreflangs, but it same language..)?
