Black Hat SEO  is normally defined as the methods or techniques that are being used in order to rank higher on different search engines using prohibited tactics and ways. This is considered as unethical SEO.
Black Hat SEO is tempting because of the results it can actually do even just for a short term period. Websites tend to rank higher until search engines find them and get banned from utilizing unethical practises.

Yea... You may use black hat techniques, If you want to kill you rankings and to get banned.

Black hat is completely unethical and as aarisindia said It gives short term ranking and then ban.

So, better stay away from it.
