I have a site that's been consistently ranking for multiple generic keywords on Page 1. For the past two months, I've noticed on ahrefs that I'm getting low quality backlinks almost on a daily basis. I checked the domains and they all seem to point to a single individual/company. I really think I'm being attacked. Consequently, my rankings have gone down. I regularly disavow these domains on Google but the backlinks keep coming.

Any other remedy to counter negative SEO? Are do I really have to track this guy/company and warn them of legal action?

Negative SEO refers to the practice of using black hat and unethical techniques to sabotage a competitor's rankings in search engines. Negative SEO attacks can take a number of different forms: hаcking your website. Building hundreds or thousands of spam my links to your website.

I didn't face such type of situation in my entire SEO career. I can jut give you the suggestion that disable all that negative blacklinks with the help of Disavow option present in Google Webmaster.
