You can for instance use http://www.opensiteexplorer.org/ and work out the backlinks which you have which you feel is spammy.
Then I would encourage you to contact the webmaster who is in charge of the website that the link is coming from. And explain in simple terms that you would like your link to be removed.
Then, let bit of time pass (perhaps a week or two) and recheck.
If still there, then email again and request (politely) that you would very much appreciate it if the webmaster gets on top of your request.
If this option reveals no fruits, then,
you can use whois tool and work out the hosting company that is hosting the website in question, and contact them.
You can also, block IP (of spam back-link) on your hosting account.
If it is Google's blogspot (which some spammers use) then you can contact Google, just Google "Webmaster Tools - Have you found webspam?"
also it is advisable to send snail mail to Google for it remove spam content on the website they control (like blogspot)

I hope these methods are helpful for the question you asked

A spam link, commonly known as an unnatural link, may be pointing to your website, which is having a negative impact on your SEO. This means that you have to get rid of any low-quality backlinks that are out there, which is harder than it sounds.

You may use Google Webmaster Tool for getting complete backlinks collection. Then identify which links are not wrathful for your website. Then you may use disavow tool or you can directly mail to those site owner for deleting links.

These tips you mentioned are correct, but you missed the most important method is using Disavow Tool from Google.

You can use open site explorer, which is a tool provided by MOZ, just sign up with an account and then paste your link on site explorer page, it will show you the spam score and how likely it is getting removed from google, then try to manually remove them and if you don't have access and you are not able to remove them, then use disavow tool on your webmasters dashboard and upload a text file containing bad links.

There are various tools which report the Spam score of a particular link like the MOz tool which tells you about the Spam Score

Besides this you can make use of the Disavow Tool to disavow the toxic or spammy links which may harm the reputation of your website

Well you may use Google Webmaster tool, MOZ, Open site explorer or any other paid tool to check your backlink profile. Check all your backlinks one by one and if you find some spammy links then you can remove those links by using Google Disavow tool or by contacting website admin to remove backlinks.

Links made through blog comments looks spammy especially when the website is not related to your content. Automatically created backlinks may harm your SEO so, I suggest you to remove all these links.

In the past Google created the Google Penguin Update.  This stormed blogosphere and cleaned out link spam.  Penguine was created to penalize any site using spam methods.

steps in removing spam links:
1. Your first port of call should be to contact the owner of the website who is sending you a harmful backlink and ask them to remove the link. This means finding their contact details and sending an email kindly asking them to do so.
2. Often, you won't get a response, so the next step is to disavow the links. This essentially means asking Google not to count these links in its algorithmic calculations.
3. First, you'll need to create a text file. It's a good idea to do this in a Google Doc first, then copy it into a .txt file encoded in UTF-8 or 7-bit ASCII. This file should only contain the links you want to disavow, with one link per line.
4. Make sure you disavow on the domain level, not just a single URL, to ensure you don't miss any. Do this by adding "domain:" in front of each domain name. E.g. if your toxic backlink is coming from spamsite.com you'll need to write domain:spamsite.com in your text file.
5. Next, go to the Google's Disavow Tool page.
6. Select your website and click "Disavow links".
7. Then upload the text file you just created.
8. Google will show you a scary message that says "this is an advanced feature and should only be used with caution blah blah". Hopefully, you are confident that these links are spam so go ahead and hit "Submit".

Going through this process of how to remove spam links can be a long and tedious process, but it's a highly necessary one. It may also take a while for Google to recrawl all of the links on your disavow file and add nofollow tags to these sites, so patience is required.

Sadly the best way to do this is bet a membership to one if the bigger serious monitoring sites. The best one I know is Semrush. They are incredible. OK keep this between you and I ok? Tell nooooone I told you this..
Come closer... no.. closer. COME closer gaadamnit.

ok check this out... they have a 7 day trial period. All you need is an email... just cancel when on the 6th day. OK there. Now be careful though.. these guys are so good, you will be verrrry tempted to get a membership.

No seriously for a sec? You probably will get a membership eventually. I can not imagine staying in front of your competitors without it.

Good luck!
