In my opinion google not de-indexing the free directories, google de-indexing those those who provides paid links. Free directories yet exists and helpful in ranking.

Google is de-indexing only those webpages that do not follow Google Webmaster guidelines. If a webpage follows every guidelines then you need not to worry for Google.

Google will not pay attention towards a site who is getting backlinks from bulk directory submissions or from paid/reciprocal links. There are only finger countable and top listed directory listing sites, which passes quality backlinks.

Google is not De-indexing free directories. Sometimes these are very useful in getting the back-links to your website. Even 0 PR sites can also offer backlinks.

I haven't heard of them actually DE-INDEXING free directories. I do know they don't give the same kind of credit to directories that they once did. Unless it's DMOZ or Yahoo directory it's probably a useless backlink anyways..

What people are seeing is Google ignoring and/or de-indexing low-value, low-quality directories and these "directories" aren't really directories at all, and it's why they never make our lists.

As per my experience Google will not de-index the directory links but now after penguin update then will not consider the links from websites which are special meant for getting links. So forget directories and try some other way to get quality back links.
