I have heard that Responsive Design is a ranking factor. Is it true?

Some benefits of Responsive Design:

1. Future proofing: Responsive sites work well across the multitude of existing devices on the market. It's a safe bet it will for the considerable time to come.

2. Better, faster, smarter user experience. Optimising your site no matter what the user selects to view it on makes their life easier. Happier customers mean a happier business.

3. Cost Effective: Responsive sites take a little longer to put together, but they survive longer and the unified approach means management, support and upgrades only need be applied to one place. That saves time and money.

4. SEO optimised: Managing SEO for separate mobile and desktop sites is hard and doesn't produce great results. Google actually recommends a responsive approach to combat these problems and a consolidated view of your results means more focus.

5. Improve conversion rates: An optimized and consistent site, no matter what platform it's viewed on, offers a better experience for the user which is more likely to lead to them engaging with your site than going elsewhere.

I think that each configuration carries its own potential SEO benefits and liabilities. If any responsive. adaptive or mDot site is not set up properly, simply using that configuration will not be a positive SEO ranking factor that overcomes that misstep.
With that said, In mu opinion, Google's overall preferance is clear: responsive is the way they would like webmasters to configure their sites. Is it a positive SEO ranking factor? I think that not yet!

Google's preference is commonly known to be the responsive design. A little over  a year ago Google released an update expressing its desire to reduce a site with duplicate content and low quality content. A response web design is extremely simple with only one HTML while the other two, adaptive designs and .m configurations havedifferent versions of HTML associated with their URLs. Google will forgive a site for  bad HTML, but it won't forgive sites that waste thier resources.   
Now I can conclude that Google prefers a responsive web design but I am still unsure of this preference translated into an SEO ranking factor.
