I think the keywords which you are targeting are more competitive. I would suggest you to choose low competition keywords initially.You can do a competitor analysis to know what strategy they are using. You can also employ that strategy to get better ranking in search engines.

Conduct site audit of your site & find it out what problems you are having. Focus your attention more on Onsite factors. Check keywords relevancy with content, meta tags, images optimization, social pages etc. If you are agreed on all the factors then only move for link building.
