When I comment on any blogspot after it getting approved.

when I check the commented page and clicked on view source, when i check that it's re="no follow" attribute.

As this is a no follow attribute does Google consider this back link for this page to increase my PR.

and also I noticed that all comments which I made on blogspots turns into no follow attribute.

Please let me know the reason.

I think no blogger don't give you do-follow link. There are different ways to get do-follow link in SEO field. You can do guest post and you will get do-follow back link, and many more activity help you to get quality back link.

If your purpose is only to gain backlink then do commenting on such blogs, which have good pr, also check before commenting whether this blog giving nofollow or follow attribute to crawlers. Blogspot blogs are not good choice for backlinks.
