Link exchange is a gray area in SEO. Specially while google getting smarter with every update.

It's definately an unsave option. Google is penalizing the websites which engage themselves in such fishy activies which may have a negative impact on your SEO.  For me, I would rather stick with a White Hat SEO techniques.

It is safe until and unless Google cache you.

Many People enquire me for Link Exchange, but I generally keep myself away from this.

I feel that Link Exchange might lead to Link Farms when done over a longer period of time. Link Exchange is considered to be a black Hat SEO Technique which should be avoided. Their is a possibility that over a later point of time you might be penalized by google if you indulge into Link Exchange activities

I do not support this link exchange; it is one kind of manipulation. Goggle does not like it so we should not do this activity.

There are better ways to get links, I would avoid link exchanges (especially since quality websites that may be actually worth linking to aren't the ones that offer link exchanges)

Link exchanges also known as reciprocal links are of almost no consequence. they do not carry much value if any. The may even hurt your website if they resemble a link farm.
