What is Link Wheel? Could anyone explain its advantages in SEO and how to do this process?

A link wheel is a great link building strategy. It is created by linking together unique web 2.0 sites with the promoted site at the center and all other sites (spokes) linking back to the promoted site. If you are linking unique and catchy content, it can be a good means to build traffic and backlinks.

Link wheel is a group of sites which are linked with each other in order to get links from different sources. Backlinks build by link wheel bring a lot more weight when it comes to giving your site a push towards higher ranking.

Link wheels along with reciprocal links are a bad idea. This practice has been outdated since the panda update a year ago. Google's algorithm will just discount these types of links now and consider them spammy. I'm not saying all two and three way links are bad. If you have a couple reciprocal links or a couple link wheels, it will provide some SEO benefit, but if you are using these as your primary form of link building then you will be sorely disappointed at the end result.
