Here are some the most important mobile ranking factors:
-  presense of content that matches mobile searcher's query;
- proximity of business location to searcher device location;
- presense of Google+ local listing;
- presense of mobile site (responsive or dedicated);
- mobile sitemap exists

Page speed is often confused with "site speed," which is actually the page speed for a sample of page views on a site. Page speed can be described in either "page load time" (the time it takes to fully display the content on a specific page) or "time to first byte" (how long it takes for your browser to receive the first byte of information from the web server).

Mobile speeds is not really a ranking factor used to rank a website. Though most websites may now being accessed via the mobile devices due to its accessibility and comfort-ability, it isnt a ranking factor. To rank a website well, iy must undergo off-page and on-page SEO optimization.
