Penguin is about actually improving user experience. It doesn't target backlinking, it targets the result of backlinking: visitors coming on your site.

In Google Panda is used to check duplication of the con tent an it also checks content quality. Penguine is used to check spamming on various websites.

Google panda and penguin are google ranking algorithm. Google panda aim is to lower the rank of lower quality sites and return the high quality sites to top of search results.
Google penguin aim is to decrease ranking of websites that violate Google web master guidelines that mean using black hat techniques like cloaking,keyword stuffing,duplicate content.

Google panda was created to discourage the low quality content sites while penguin is to punish the web spam.

Google Panda Update aims to lower the ranking on those sites that are low quality, spammy content, slow navigation, bad design, low bounce rate and full of advertising. Meanwhile, Google Penguin Update focuses on those sites that are over-optimizing, keywords stuffing and link spamming.

Indeed, numerous sites were affected by these updates and too bad my site was one of those. After Google introduced Panda Update last year, it dropped my ranking and traffic drastically. But despite of this massive loss, my site bounced back and I'm ranking again. I just implemented the instructions inside the Panda Breakthrough such as navigation modification, adding more elements for the visitors, altering my content differently, changing my layout and more.

The personnel of the said recovery method was able to analyze also what Google wanted things like statics and metrics and incorporated it in my site.  It's all about site quality and making Google think that you have a great website.
