Firstly you should check the PR of that website, 2 or 2+ PR is good. After that if a website has PR lower that 2 then you can check its DA (domain authority) and PA (Page authority) using Moz tool.
You can check it on backlinkwatch, it tells you your backlink as well as your competitor's backlink.

Well My Answer for the Question is not the same because i don,t Agree with them Page Rank or Domain Authority Dose not tell the Link Power.
