Hmmm.. Regarding 1. Remove site in Google webmaster tool means changes in your sitemap will be index less than when you have it on google webmasters?

1-    Remove site in Google webmaster tool
Remove your site from Google Webmaster Tools if you've got something you want to hide.

2-    Remove up to 100 pages
Remove up to 100 pages if you've already got up to 100 pages full of low quality content.

3-    Set keyword density or stuffing in every page
You shouldn't focus on density. Simply create good and useful content (I know it's not that simple).

Quote
4-    Remove footer links
Footer links can be good. If they're useful and relevant.

Quote
5-    Rewrite META title,Description and keywords
That's absolutely correct. Keep optimizing your Meta tags.

Quote
6-    Minimized Anchor text based internal linking
Don't think like a robot, minimize excessive links in your site's content.

Quote
7-    Remove 20% Spamming/Poor link from various forums site or blogs
That's absolutely correct. But then again, why stop at 20%?
