Cross linking is the linking between two sites, whether or not they are owned by the same person. It is also use for the purpose of link popularity, also known as reciprocal link and two way linking. Cross Linking is a popular technique designed to build traffic and increase Page Rank. It relies on two websites agreeing to point an outbound link to the other site.

Since you ask in a forum with the topic Advanced Search Engine Optimization I feel I should answer the question in respect to SEO matters.

As Google have changed their engine dramatically over the years, cross linking is now a poor tool for ranking websites. I agree it can be an effective way to share visitors between two websites, but linking both way dramatically reduces the links influence on the respective sites Google ranks.

A cross-link is a bond that links one polymer chain to another. They can be covalent bonds or ionic bonds. "Polymer chains" can refer to synthetic polymers or natural polymers (such as proteins).
When the term "cross-linking" is used in the synthetic polymer science
field, it usually refers to the use of cross-links to promote a
difference in the polymers' physical properties. When "crosslinking" is
used in the biological field, it refers to the use of a probe to link
proteins together to check for protein–protein interactionswikipedia.org, as well as other creative cross-linking methodologies.

Cross-linking is used in both synthetic polymer chemistry and in the
biological sciences. Although the term is used to refer to the "linking
of polymer chains" for both sciences, the extent of crosslinking and
specificities of the crosslinking agents vary. Of course, with all
science, there are overlaps, and the following delineations are a
starting point to understanding the subtleties.

When cross links are added to long rubber molecules, the flexibility
decreases, the hardness increases and the melting point increases as
well.

It permits users to reference sites with content just like that that they're already viewing and should be of further interest to them.

Everyone did explain the cross linking term and I will only add that if you're using it for SEO gains....don't. Too many links from a website to another one is an old technique that would definitely be punished by Google. Especially, if the websites are owned by the same person and have the same server etc. Doing this you create a footprint that is easy to be discovered by the algorithm and is not a good SEO practice.
