CMS are primarily designed to manage content but not primarily focus on search engine friendliness. But there are some CMS such as WordPress which suits for SEO.

Using a well designed CMS in building your sites would be really helpful for SEO purpose since they would usually come with a well structured site navigation system and also with some kinds of SEO add-ons.

If your CMS system would produce various simple to crawl and SE friendly pages and you would easily be capable to edit the tags, descriptions and other HTML related parts of your website, they would be treated like the standard and cool web projects. The next step would be addition of links to your web pages because the on page elements although are required but are not enough to ensure the websites would reach the top of Google.

What I know is that CMS is not SEO-friendly since some components can't be customized. But, nowadays a lot of service also have SEO part wherein they take into consideration tags and meta keywords and titles.

All good CMS's have the ability to do good SEO. I'm sure there are some that are better than others but I couldn't say which ones. I am familiar with Joomla and Wordpress, they have nice SEO options.

Drupal is also a good content management to use and it's easy to navigate too especially if your adding tittle, meta-tags and description on pages because of their built-in functions on the environment.
