If you ask me SEO is expensive in the short term but if you have long-term goals it's cheap and much better than Adwords.
Also depends what type of company you have. SEO is not for everyone and not every business should be doing it same as paid advertising is not for every business.
So before doing anything you need to know what your goals are and what you are trying to achieve it and if its worth it.
Also, I agree with people above SEO is expensive because its difficult and takes time.
It takes years to truly master it to build a portfolio and proof that you can actually rank sites.
