Going down is good with Alexa rating. It means your site is getting more traffic. You should aim to get you Alexa below 1000  ;D :o

They are counting the number of hits your site gets from the users who are installed the Alexa toolbar. The Alexa rating is not very helpful and could be easily fooled. Few years ago I wrote a small app to generate Alexa clicks for my website and was able to bump my rating to ~20,000. Then Firefox came along and since it didn't support the Alexa toolbar and I didn't bother with Alexa any more

Alexa is a web information company by Amazon that maintains the ranking data of a site according to site's performance. It gives a metrics that determine the quality of your website. Alexa rank completely depends on the traffic on the site. As much as the site has traffic, Alexa will decrease accordingly. Under 1000 Alexa rank count as good.
