Online database

I am looking for suggestions or advice in regards to any programs, etc. that i could use that adds info from a email form (asp/php based) to a database that can be accessed from the web and is perhaps user friendly?

This allows a person to access this database to send out newsletters, generic email notices, etc.

I have checked in to constant contact and such things like this but the client is wanting something local.
