To create a group:
1. From the home page, go to the Group in the left side menu and click Create Group.
2. Click + Create a New Group at the top of the page. A window will appear, which can be used to add the name of the group, add members, and choose the privacy settings for your group.
3. Click Create when finished.

To create a Page:
1. Open facebook.com/pages/create
2. Click to select a category Page
3. Choose a more specific category from the drop-down menu and fill in the required information
4. Click Start and follow the instructions on the screen

Create a group page, on the left side you can see there the group that you are into, then at the bottom of those list there's a create a group. Here's the thing try to add the people with common interest, then post an engaging content so that you can create a good interaction.

In facebook community and group are same things.
To create group you must go to the Group in the left side menu on home page and click Create Group. Then create new Group at the top and a window will appear, add the name of the group there and all necessary details you want to add. Then finally go to create when you add all details.

Did you make your community?

I was not aware of community/group. I think I can make a good group because of I have some android app related pages which have a good amount of like and feel that its a really good to read threads in forum. It give good ideas ;P.

Make a gathering page, on the left side you can see there the gathering that you are into, then at the base of those rundown there's a make a gathering.
