It is well and good to submit one article in 1 website, but it is only possible if you are doing work in a single website or you have a separate writer for the website. By the way, it could be submitted in 4-5 sites for better results.

If you mean article directories, those I've checked a while ago all had it in their rules that the article should be unique. If you're talking about press releases, then it doesn't matter. Well at least I've seen same articles on a lot of sites, and most of them wouldn't even bother to put proper authorship (i.e. sites run on WP with author name shown).

Article submission is way of submitting your article to other places like article directries,blogs,social bookmarking etc..
There are few limitations in article submissions especially after the Google PANDA update. Submission of same article to multiple directories are simply content duplication. Convert the article content into blog contents to get better SE visibility.

I think you can submit one article in only one site because if you submit one article in multiple sites then it may raise the duplicate content issue.

You should submit to many sites by modify the content to some extent. But it is not suggestible to submit same content to many sites.  Google will penalize for duplicate content.

Duplicate content is content that appears on the Internet in more than one place (URL). When there are multiple pieces of identical content on the Internet, it is difficult for search engines to decide which version is more relevant to a given search query. To provide the best search experience, search engines will rarely show multiple duplicate pieces of content and thus, are forced to choose which version is most likely to be the original—or best.
The Three Biggest Issues with Duplicate Content

    Search engines don't know which version(s) to include/exclude from their indices
    Search engines don't know whether to direct the link metrics (trust, authority, anchor text, link juice, etc.) to one page, or keep it separated between multiple versions
    Search engines don't know which version(s) to rank for query results
