Hello,

If I start paid Guest Post on my blog then I will receive both high-quality as well as low-quality links.
In that situation, Will Google down the ranking of my blog because of low-quality links?

Yes, if you receive a low quality backlink to your website it may impact your ranking not in a good way. You should always consider content quality on your blog as Google may down your rankings. The more relevant backlink is, the better.

You should check the seller's website quality at first. Of cause, it has the same niche market is essential for you. But it still has some list to check.
1. Check their backlinks. Is it built from a second-handed domain and in the same topic? If you bought a tech website with a lot of gaming backlinks, it wouldn't be a good idea.
2.Check the website historical screenshot in web.archive.org.You can see whether the current topics as same as before. Website structure can be updated, but the theme changed means the historical backlinks will not have power.
3. Check the website traffic. If it had real traffic, that would be great.
4.Check the PA/DA.

Like seobox, you should check out their sites first and see whether it's a decent/good quality site or not. Normally I will base on TF, CF, DA, PA, and whether that site has relevant topic to my site or not. After that, you can decide.
And of course, be cautious that Guest posting isn't really encouraged by GG so be careful of what paid guest posting offered to you.
