Uhmm...I don't think there is a way to 'force' google to list you in their search results. However you can always optimize your website in such a way that Google can't ignore your website. SEO is gradual process and might take some time for results to actually show up on the search pages.

There is no ascertain technique to force the Google to crawl your website. You can only submit the sitemap & wait for the result to come. In webmaster you can also fetch your pages if they are newly added.

I want google cache my web page. I don’t know how I can do this. Please anybody give me suggestion.

Easy trick.  If you have wordpress install the plug in, Video XML Sitemaps by Amit Agarawal.  Embed a youtube video on the page you want cached.  Then go to tools > Video Sitemap > Submit Sitemap.  Takes about 10 minutes to index.

Simple way to make your site in that platform where google is giving priority for crawling like word press.
Update your blog in every 2-3 days.
Or fetch your site in Google webmaster tool.

make as many backlinks from websites that are regularly cached if you want to know those websites which are cached daily relating to your website then you should search for it on Google and make the filter to past 24 hours. bang here is what you need.

You won't be banned for that. Just don't ping too many times. Nobody knows what's "many" but I've seen people saying that their pages were penalized when they where making live updates & corrections - on wordpress site - and it was pinging automatically after every time they were saving the page.
Submitting the page through webmaster panel and making google to crawl is OK too.
