When two websites have the same keywords, density, number of backlinks, and page rank, Google still determines which website to prioritize through its complex ranking algorithms. While we don't have access to Google's specific ranking criteria, we can make some educated assumptions.

Google's algorithms take into account various factors to rank websites, such as content quality, user experience, site structure, and relevance to users' search queries. Therefore, even if two sites appear identical on the surface, Google may still give priority to one over the other if it meets these criteria better.

It's worth noting that Google continuously updates its algorithms to improve search results, so the ranking can change over time. Additionally, user behavior, such as click-through rates, dwell time, and bounce rates, may also influence ranking.

Here are a few more factors that can influence how Google treats and ranks websites:

1. Site Authority: Google considers the overall authority and credibility of a website based on factors like domain age, trustworthiness, and the quality of backlinks. A website with a strong authority is likely to be prioritized over one with lower authority.

2. User Engagement Metrics: Google pays attention to user engagement metrics like click-through rate (CTR), bounce rate, and dwell time. A website that attracts and engages users may receive higher rankings.

3. Mobile-Friendliness: With the increasing use of mobile devices, Google gives preference to mobile-friendly websites that provide a seamless experience on different screen sizes.

4. Page Load Speed: Faster-loading websites tend to have better user experiences. Google tends to prioritize websites that load quickly.

5. User Intent: Google strives to understand the intent behind a user's search queries. Websites that provide relevant and helpful content that directly addresses user intent are more likely to rank higher.

6. Social Signals: Social media signals, such as shares, likes, and comments, can indirectly influence a website's ranking by indicating popularity and credibility.

7. Local SEO: For location-based searches, Google considers local SEO factors like the accuracy and consistency of business information across directories and review sites.

few additional factors that can impact how Google treats websites and determines their rankings:

1. On-Page Optimization: Optimizing individual web pages with relevant keywords in titles, meta descriptions, headers, and content can help Google understand the relevance and subject matter of your website.

2. Site Architecture: A well-structured website with logical navigation and organized content helps search engines crawl and index your pages more effectively.

3. Fresh and Updated Content: Regularly updating your website with fresh, high-quality content signals to Google that your site is active and relevant. This can positively impact your ranking.

4. Multimedia Integration: Including images, videos, and other multimedia elements on your website can enhance the user experience and increase engagement, potentially improving your rankings.

5. Internal and External Linking: Utilizing internal links within your site helps Google understand the hierarchy and relationships between different pages. Additionally, backlinks from reputable external websites can improve your website's credibility and authority.

6. Website Security: Google prioritizes websites that provide a secure browsing experience. Implementing SSL certificates and HTTPS encryption can positively impact your rankings.

7. User-Generated Reviews and Ratings: Online reviews and ratings can influence a website's reputation and visibility. Encouraging positive user feedback and responding to customer reviews can help improve your online presence.

No two websites can be exactly the same and have no difference even if that were the case there are many other things that count like the age of the website and so on.

agreed that 2 sites are never the same in reality but if that  did happen then I think you'd have to ask google because no one else can really tell you that for sure...

It's such an unrealistic situation though that their choice would have to be negligible!

I think they give preference by rotation system.  That is the only way to go if two or more websites select the same keywords and have the same density and with similar budgets too.
