Google Changes Search Strategy?

Just a hunch based on what I have been hearing out of google but my guess is that what you have been seing out of google with PR and back links based on different DC might be be permanent. If no one can accurately cliam PR ranking since it changes so regularly they will be able to cut out the business of buying links.

I don't know this for fact but I know that Google is actively trying to eradicate the link selling business and this would be a good way to do it
