For desktop user, this algorithm won't have any affect In their search.

For mobile device users, this algorithm would give priority to the websites which are mobile friendly or responsive and easy to view on mobile devices as compared to other websites which are not mobile friendly.

For example,
There are two websites of same service out of which one is responsive and mobile friendly other one is regular one. Let's assume they both have same content in it.

So when I search for particular keyword in my mobile device which pulls both the website in the search result. The website which is mobile friendly would be ranked higher and show up as first result while other one would be below that.

This result would be strictly for mobile based devices. For the desktop users it won't affect the result.

How does it affect the website owner?
Well if your website is not mobile friendly while your competitors website is mobile friendly then your website would be ranked less in the search and it might affect your business in long run.

Yes, and if you escaped the initial warning from Google alerting webmasters that their sites were not mobile friendly, don't breathe too easily. Google is continuing to send out new emails letting webmasters know that these issues can negatively impact their visibility and moblie search results - and there is evidence that some of those who received the initial letters have lost some mobile rankings.

This is maybe going to change in the future... many SEO consultant / expert thinks that friendly mobile website factor will also affect the SERP for desktop users.

In the event that you got away from the underlying cautioning letters from Google alarming website admins that their locales were not versatile cordial, don't inhale too effectively.

Since the world is becoming Mobile Oriented. Google Launched its new algorithm where it gives priority to websites which are mobile friendly.

Yeah it is and can be true that Google warning is shown to you. Because at the same time you are logged in through the same EMail id on which you have submitted your website to Google Search Console. So google gives a different view for you if you are the owner of the website.

Just check what you can do to improve the mobile user experience. The first thing which comes to my mind is improve the Web Page Speed and remove unwanted Javascript. Also you can use the AMP technology which google has launched. It removes all the Javascript from the code and gives mobile user a faster experience.
