How many links on one site before g stops passing anchor and PR

I noticed to one of my site has stopped passing PR to other site that have 30+ backlink from the same site... I haven't found the magic number or % but it would seem the Google is now stopping the passing of PR and link anchor text if your have over X number or X% ...

Anyone seeing similar...

This follows from my footer thoery and side posted 2 days ago...

I haven't hear about this magic. And it seems to be new one. In my concern a site can stop passing PR only through no-follow link.

really? ,aybe you are just noticing way too much of it. i haven't heard of any of this either. except now of course.
