How do i do seo after google penguine? My ranking is continuously decreasing in google.com. Please help me fellas  what should i do?

i think, after panda & penguin update... there are so many element which is required to care....

such as...
on site optimization...
title meta description... is one of the most important element...
if website is over optimized... it's required to understand what is over optimization...
actually over optimization is, every person is required to see the main keyword as many times as they can.... but that is not the correct method to do best practice.

second is internal link...
one of the most important element which should be good... internal links are most important for user.

on page (content optimization)
don't run behind keyword density... just work on it should be good for user..

anchor text... that is one of the element.
too many low quality external links harmful for ranking.
too many exact keyword link cause the problem for website health.

should be linking website from different variation.
like facebook twitter, linked-in in short social media
niche sites... other sites..
related sites...

comment posting.... it's not required that comment posting is not good for website...
but i would like to say that if you are getting visitor from that comment posting, don't you think it's good for your website.
so i would recommended to do comment posting for your site with & without keyword (name) as per website.

as well you can go thorough google penguin update from official google blog.

After the penalty of penguin I think your website must be wiped out the google!
So First remove the unnatural links and and outbound links. Then submit your site for reconsideration.
And its considered then go on with the quality link generation!

These days ranking and website reputation doesn't count on the basis of number of backlinks but it's counting by number of relevant and quality links.
