You can use paid tools like semrush and ahref for getting backlinks for your website, you can also check in Google webmaster tools to check the backlinks of the website. Once you get the list check the Website DA, PA & Spam score to determine whether backlinks are high quality or low quality.

We like to use Moz's DA & PA to determine credibility of a website, however you can also use Majestic or Ahrefs if you have subscriptions to them.

Website links with less than Domain authority of 30 are considered as low-quality backlinks.

Yes... right there is no such tool which show poor quality back links. Tools only show backlinks but you can judge a link as poor or good quality by backlinks metrics.

While you're working with SEO, I believe ahrefs has come very handy tool which can full-fill all of SEO staffs we need to follow starts from keyword research to backlink monitor to competitor analysis

Ahref and Google Search Console are the best tools for you to check backlink quality.
Anww, you should use Moz bar to check DA of the site.

The SEO tools helps lot in judging the backlink quality. The backlinks in the low DA sites are also no go backlinks. we can check the spam score, trust score, index ranking, anchor text quality, etc. for the site in which our backlink is listed.

The backlinks created from irrelevant niche to your website are poor backlinks. Most of the poor backlinks are generated from unrelated and untrusted sources. You can take help of Google Search Console to find out poor/spammy backlinks and get rid of them. Search Console Google has provided the best backlink information that we can see. Of course the existing backlink list is the best of the backlinks we've ever made on someone else's site.

Best to way to check poor links by checking their backlinks which indexing in google. Search by domain name of links and check backlinks. If the site have best backlinks then links is good.
