Its really info, but if a person build quality links for a website they can achieve good ranking on SERP's.

You are correct up to some point but keywords won't get ranked in Google instantly. It needs to do lots of SEO work on it. Without doing SEO on the keywords of any web page it won't get crawled by Google and even can't get the top position in Google as well quickly.
