Hey guys... if we have a site post a single blog about us and someone steals that content and uses it on another site will google see that as dup content and no longer give us credit for it?  The blogger advised to doing a site wide blog roll link, but I think we all know those are worthless, the blog is relevant to my industry, I just want him to write about it with one outbound link to us and that is it.  Also does the "blog post" itself normally give off more juice than lets say a blog comment?  thanks for your input.

I have found blogging to be a very useful tool.google is clever enough to see that your blog is on a subdomain(such as squidoo or blogger or wordpress etc etc) and not judge the links strength on that but rather see your blog as a site on it's own.  Therefor be carefully putting too much value into the domain authority metric when building/getting links from such blogs.

Link from High PR Blogs are always beneficial and if blog is dofollow then its much better.

If you got a link from a high pr domain but the pr of page is 0 than you will get less benefit but if you got a link from a high pr domain and pr of page is also high than you will get more benefit.

If someone steals content from your site and use it somewhere on his website then you should not get penalty for that in fact he will get that. If your website has already indexed in Google with that content then Google will consider you the owner of the content and the other one who steals will face a penalty for that.
The answer for your second question is, yes Blogger do provide good link juice with links coming to your website. All the back links coming from a Blog present at Blogger do have Do follow linking attribute.

That person will get penalty from Google because of penalty or can report that blog to Google. As per new update from Google Penguin nobody can use duplicate content easily.
i think your think is wrong. google will not penalty

Link juice is always considered. If it is coming from some reliable source, then its beneficial positively, otherwise it has many negative aspects..

Google is highly advanced search engine as we all know, they have a great way of determining if the content is duplicate, and they will not penalize you if someone copies your content after it has been published on your website, because if they did penalize a website because someone just copied content from it, then that would be game changer for every online business. Once again, do not worry about people taken your content and publishing it on their website, in fact at times this can actually be good thing for you (mostly in case of unique information that originated on your website)
