How to outrank global page (.com) with local page (in my example .si) on local version of Google (google.si).
Example: keyword "ukash"
On google.si: - 1st place: ukash.si (PR2)
- 2nd place: ukash.com (PR6)
What ukash did to achieve that?

Try to build back-links from local directories and within region specific relevant authoritative sources. Stay active on social business pages. Choose country-targeted and a language-targeted approach (Use hreflang tags). These annotations can be placed in XML sitemaps, HTTP headers, or on-page HTML link elements.
Stay active on website blogs and spread that content in business social pages.
These things will definitely help you achieve the results.
