Merge two sites - redirect or something else?

Let me describe a problem:

I have two sites on different domains. They both contain the same set of products, slightly different content organization and different code behind basis. I need to merge them to one. The problem is that "old" site has better google ranking. When I search for any product, this "old" site goes on first/second page while the new site is not on first 10 pages.

I need to be sure that merging will concatenate the juice from both sites to new one. The first idea is to create the 301 permanent redirect for every page on the old site redirecting to the new one. The question is: will it work well? Will the new site gain the rank from old one? Or maybe it's better to just display page saying something like this:

"The site has being moved to the new domain. The page you're looking for can be found here: "". Please update your bookmarks."
