Monitoring gps - difficult phrase for me, a little help?

I try to uplift phrase " monitoring gps " for site http://autoguard.pl I use white SEO most - blogs, propertly links, comments on forum where are substantive disccusion and i have still 9-10 on Google first site. I want to be at least on 1-5 on top and i have no idea what happens, 4 mounths always 10-8 position - why?
