Moving from Joomla to a WordPress platform affect our website's ranking?

We are planning to move our website from Joomla to wordpress and also we are thinking of changing the design. Do this effect our website ranking in Google? Which step should we take for this?

The fast answer is no if you judge only the change of CMS you will not see any difference at your Google rankings. Both Joomla and Wordpress are great CMS for SEO, having lots of great components and plugins to aid you with the on-page optimization.
There are things to consider though when making a CMS change.
The most important is to keep the page structure as it was or if you cannot do that, use correct redirects to the new URLs. That way you will not suffer from the "old pages" drop from Google and have to start from scratch for the "new pages".
As for the design, Google said many times that it takes UX (user experience) into account in it's ranking algorithm. Use some common sense there: If your new design is better, faster and more easy to use then it will quite possibly rank better than the old one. UX can be judged by a lot of things: bounce rate (watch out that one!), pages per visit, number of returning visitors etc are all signs of how your website is performing.

First is the location of the new server to which you will move your website. Some search engines like Google check the IP that the website uses as one of their ranking rules is proximity to the user. If the new server is located in the same country as the previous one, then your search engine ranking should not be affected.

Any change of Platform affects website rankings, so moving website from Joomla to wordpress will affect the website rankings. Proper redirection of urls are necessary to have least affects on search engine rankings.
