As I know both are more valuable for website. If you want to get popular your site then you should give more focus on both activity. If you have done proper these activity, you will get more benefit.

On page optimization basically deals with effort being taken on website to improve its ranking. For On-Page SEO content is king. Some of the Checklist for On-Page SEO are:

I have used all these techniques..they are not effective now
According to me the content  should be good
Then go for quality links, Social Media Marketing, Social Bookmarking, etc..
