I am not agree with all your point.

like create backlinks without anchor. you are never going to have rankings with backlinks having no anchor text.
What I have analyzed don't do over optimization and if possible do not work on single url.
create back links for multiple pages.
Do not create more than 200 links for a single domain in 1 month.
For this Install Google webmaster tool and check your links every week.

do you really understand the topic? its about the ways to escape from penalty that has been already got! for those who have no rankings because of wrong linkbuilding

about your tactics: good luck with 200 anchor links. Possibly old sites will escape penalty for that, but new will certainly get it, and then will do the steps above  :)

PS anyway its just a translation from very trustful resourse, not my opinion

As per my view and opinion i think simply just make back-links without BB code or anchor text you are never going to have positions with back-links having no anchor-text. What i have examined don't do over marketing and if possible do not perform on individual URL.

Google Penguine are basically based on Web spam on the website, when promote your website on search engine and google finds the black hat technique, black hat seo in your website then google decrease your ranking in the search engine and penalize your website.

Nice post.
But i do not agree with you at the point 6. You have told that delete the links from site which have visitors less than 300. Actually it does not matter, as long as the link is of good quality, relevant to your page and the donor site is relevant to your niche it does not matter.

Only use Google SEO guidelines that set & do off page for better ranking, please make sure you off page work should be looks like natural link building. Don't do too much off page means over optimization for particular keywords.
