Cross-linking refers to the process of linking between two sites, whether or not they do not belong to the same person. In another words you can say is a two-way linking.

Cross Linking would then be where you create links from, like Home Page to inner Pages, Inner pages to Home, One inner page to other inner pages. :) ;)

This is usually referred to as reciprocal linking: I'll link to you and you link to me. It's important that link partners be reputable websites, preferably related to your site as much as possible. For example, wedding venues often have reciprocal links with bridal shops, tuxedo rentals, photographers, musicians and florists. Not as powerful as one-way inbound links to your site, these are still important inbound links to seek.
