I have already a bad experience with this attack of unnatural backlinks, I used the link detox software to find out the harmful links, then list them and send emails to the webmasters. After some days I found that  the links are not removed yet and there was no response from the webmaster as well, then I used google disavow tool. But still our ranking did not recover yet. At the same time we just change the design of our website and use 301 redirection. Not understanding what is the problem and what to do next?

I have gone through your post and it looks like that you have been hit by an algorithmic update. Your link profile will be clean only after the next update because Google only refresh it at that time.

Till that time you have to wait and try to build natural links for your website. 301 also will not work in your case because its an algorithmic penalty so if you do 301 redirect then in few weeks penalty will also get directed to your new domain.

So best option is to wait for the next update, get natural back links and use social media to generate social signals.

I have had similar situation, now website rankings fall down and it is very hard to lift it up, it is been about 6 months, I think I will change domain and start over

It happens, generally many webmaster doesn't rel ply to anyone as they have full of mail regarding link removal whenever any update roll out. If the webmaster is  not responding you r mail than make a list of that websites link and submit them in disavow tool of Google webmaster.

Back inks need to be done manually with relevant content. I am going through losing back links because of age. They have been deleted. SEO just requires time to maintain it. SEO is looking for link farms type posts
