First find out why your website is banned and try if you can eliminate that issue then eleminate it then try to contact with google to get your site out of SEO jail.

I guess you will have to remove all bad and spamming link which you build for your website and then go with Reconsideration Request on Google.

If Google thinks your website is clean & good to Relevance again. So your website will be again fresh and unbanned.

Ban the website

2- keyword stuffing

I think there is no solution if a website is banned. Often Google never lift ban

Google will impose Google ranking penalties if they detect that you have manipulated the search engine result. Here are some advice which you can follow if you found that Google has imposed penalties on your site, for practicing Black Hat SEO -

1) Return your site to previous state as it was before the black hat practice.

2) Request Google to lift up the penalties and try to convince them, in a very polite manner, that you have done all the necessities to get yourself free from the ban.

3) submit a reconsideration request through Google Search Console

Google will send the message regarding the factors for banning the website and also they will mention the guidelines to active the website.
you have to fallow those guidelines and send reconsideration request for Google and then they might lift the ban and you website might come live again
