First find out why your website is banned and try if you can eliminate that issue then eleminate it then try to contact with google to get your site out of SEO jail.

I guess you will have to remove all bad and spamming link which you build for your website and then go with Reconsideration Request on Google.

If Google thinks your website is clean & good to Relevance again. So your website will be again fresh and unbanned.

There are two types of actions that Google often perform on the websites

Penalize the website
Ban the website

Penalized is cured by changing the offended issues but banned URL is not cured as this decision is often done manually with careful observation
