Hi,
When googling a client's business say "Doe & Smiths Lawyer" – an article from a government website come up in the search result at the 4 spot mentioning one of the owners (Jon Doe). The article is listing the owner for something that happened a while back and the content is not putting him in a "good light"
Ow am I best to trying to outrank a government site so this particular article ends up on the second page of the search result?

Should I do some article and try to do some press-releases or would it be sufficient to add more articles to the their website?

Any suggestions would be much Appreciated
