By using CSS you could decrease you coding weight of your website, resulting your site speed increases, it is good for user experience & google competitive priority.

1. It allows you greater control of page structure
2. It allows the file sizes smaller
3.It allows you to hide certain content from browsers while it still gets picked up by Google

You should avoid inline css. That's messy, and bad.
Always use .css files, and minify them.
That's what google loves.
