Why Google page rank has lost its importance?

Now a days SEO's are telling that Google page rank is no more important for getting traffic and keyword ranking, is it true, if yes kindly let me know why?

Google is being changing its algorithm, it stress only to have high quality content and to look for high traffic and conversions. So the trend change and look for only high quality unique content and search engine ranking.

in my opinion, simply because, there are many black hat ways to improve PR, like buying links.
and what Google focus on today is content quality.

Well, Google representatives are emphasizing on the fact that PR is less important for a website. Because webmasters started getting obsessed with it.

Instead of focusing on content, webmasters had started putting in efforts for improving PR using artificial method. Moreover, this was pushing link trading  practice up.

This is why Google dropped the importance of PR in rankings and hence webmasters shift their focus from PR to content quality and backlinks quality.
