Yes, it is true that Google PageRank is no longer a prominent factor in determining search engine rankings and traffic. Google officially stopped updating PageRank in 2013, and since then, it has become an outdated metric for assessing a website's importance or authority in search engine results. There are several reasons why PageRank has become less important:

1. **Algorithm Evolution:** Google's search algorithm has evolved significantly over the years. While PageRank used to be a primary factor, Google now uses a wide range of factors and signals to determine rankings, including content quality, user experience, mobile-friendliness, page speed, and more.

2. **User-Centric Approach:** Google has shifted its focus towards providing a better user experience. This means that factors like relevance, user engagement, and user satisfaction have become more critical in determining search rankings. PageRank doesn't consider these user-centric metrics.

3. **Link Manipulation:** PageRank was susceptible to manipulation through tactics like link farming and paid links. Google has become more sophisticated in detecting and penalizing such manipulative practices, making PageRank less relevant.

4. **Content Quality:** High-quality, informative, and relevant content has become one of the most important factors for SEO success. Websites with valuable content tend to perform better in search results, regardless of their PageRank.

5. **Personalization:** Google now provides personalized search results based on a user's search history, location, and preferences. This means that different users may see different rankings for the same query, making PageRank less universal.

6. **Local SEO:** For local businesses, factors like Google My Business optimization and local citations have become more important than PageRank for attracting local traffic.

7. **Mobile-First Indexing:** With the increasing use of mobile devices, Google has shifted to mobile-first indexing. Page load speed, mobile responsiveness, and mobile user experience are now crucial for SEO, but these factors are not directly related to PageRank.

8. **Social Signals:** Social media signals, such as the number of shares, likes, and comments on social media platforms, have gained importance in SEO. These signals indicate content relevance and popularity among users, which can influence search rankings. PageRank does not account for social signals.

9. **Voice Search and AI:** The rise of voice search and the use of artificial intelligence (AI) in search algorithms have changed the way people search for information. SEO strategies need to adapt to these trends by focusing on conversational keywords and providing concise, informative answers to questions. PageRank does not take these factors into account.

10. **Structured Data and Rich Snippets:** Implementing structured data markup and optimizing for rich snippets can enhance a website's visibility in search results. These features provide additional context and information to users, which can lead to higher click-through rates. PageRank does not consider the use of structured data.

11. **Mobile Apps and App Store Optimization (ASO):** Mobile app visibility has become crucial for businesses with mobile apps. App Store Optimization (ASO) is essential for getting app downloads and visibility within app stores. PageRank is not relevant to app rankings or ASO.

12. **User Intent and Semantic Search:** Google now focuses on understanding user intent and employs semantic search to provide more relevant results. SEO efforts should align with the intent behind users' queries rather than just targeting specific keywords, which PageRank does not account for.

13. **E-A-T (Expertise, Authoritativeness, Trustworthiness):** Google places a strong emphasis on E-A-T when evaluating websites. Websites that demonstrate expertise, authoritativeness, and trustworthiness are more likely to rank well. PageRank does not directly measure E-A-T.

14. **International SEO:** For websites targeting international audiences, hreflang tags and localization are essential. These factors help Google understand which content to show to users from different regions, which PageRank does not influence.

15. **Mobile-First Indexing:** Google predominantly uses the mobile version of a website for indexing and ranking. Ensuring that your website is mobile-friendly and provides a seamless user experience on smartphones and tablets is crucial for SEO success.

16. **Core Web Vitals:** Google has introduced Core Web Vitals as a ranking factor. These metrics assess the loading performance, interactivity, and visual stability of web pages. Websites that provide a better user experience in terms of speed and stability are favored in search results.

17. **User Experience (UX) Design:** Good UX design goes hand in hand with SEO. A well-designed website with easy navigation, clear calls to action, and an intuitive layout can lead to higher user engagement, longer dwell times, and lower bounce rates—all of which positively impact SEO.

18. **Local SEO and Google My Business:** For businesses with physical locations, optimizing for local search is essential. This includes creating and optimizing a Google My Business listing, managing online reviews, and ensuring accurate business information across the web.

19. **Content Freshness:** Google often prioritizes fresh and up-to-date content. Regularly updating your website with new information, blog posts, or news can help maintain and improve search rankings.

20. **Video and Visual Content:** Visual content, such as videos and images, can enhance user engagement and dwell time. Platforms like YouTube (which Google owns) are powerful for SEO, so incorporating video content into your strategy can be beneficial.

21. **Security (HTTPS):** Google gives preference to secure websites using HTTPS. Ensuring your website is secure not only boosts SEO but also instills trust in your visitors.

22. **Voice Search Optimization:** With the proliferation of voice-activated devices, optimizing for voice search is becoming increasingly important. This involves understanding how people phrase voice queries and tailoring content accordingly.

23. **Internationalization:** If your website serves a global audience, international SEO strategies like hreflang tags, geotargeting, and content localization are vital for ranking in different regions and languages.

24. **Brand Building:** Building a strong online brand presence can indirectly influence SEO. Recognizable brands often get more clicks and engagement in search results, which can positively impact rankings.

25. **Data Analytics:** Regularly analyzing SEO performance through tools like Google Analytics is crucial. Monitoring key metrics, tracking conversions, and adjusting your strategy based on data insights can help refine your SEO efforts over time.

26. **User-Generated Content:** Encouraging user-generated content, such as reviews, comments, and discussions on your website, can enhance user engagement and provide fresh, relevant content. This can positively impact SEO, especially in the context of e-commerce and community-driven websites.

27. **Structured Data Markup:** Implementing structured data markup using schema.org can help search engines understand your content better and display rich snippets in search results, enhancing click-through rates.

28. **Content Promotion:** Creating great content is only half the battle; promoting it effectively is the other. Utilize social media, email marketing, and other channels to distribute your content and reach a wider audience, which can lead to more backlinks and traffic.

29. **Semantic Search:** Search engines are becoming better at understanding the context and semantics of search queries. Consider optimizing your content for semantic search by using related keywords and answering questions comprehensively.

30. **Long-Form Content:** While quality matters more than quantity, long-form content often performs well in search results. It allows you to cover topics in depth, provide comprehensive answers, and potentially rank for a wider range of related keywords.

31. **Local Citations:** For local businesses, building consistent local citations (mentions of your business name, address, and phone number) across online directories can boost local SEO efforts and improve visibility in local search results.

32. **Competitive Analysis:** Regularly analyzing your competitors' SEO strategies can provide valuable insights. Identify their strengths and weaknesses and adapt your approach accordingly.

33. **Voice of Customer (VOC) Data:** Leveraging VOC data from customer surveys and feedback can help you understand your audience's pain points, preferences, and interests, enabling you to create content that resonates with them.

34. **Algorithm Updates:** Stay informed about major search engine algorithm updates, such as Google's core updates. These can have a significant impact on rankings, and understanding the changes can help you adapt your SEO strategy accordingly.

35. **Content Diversification:** Don't rely solely on text-based content. Consider incorporating different types of content like infographics, podcasts, and interactive tools to cater to various audience preferences and enhance your content marketing efforts.

36. **User Retention and Engagement:** Improving user retention and engagement metrics, such as returning visitors and time spent on site, can indirectly benefit SEO by signaling to search engines that your content is valuable and relevant.

37. **Content Siloing:** Organize your website's content into logical silos or categories. This can help search engines understand the structure and hierarchy of your content, making it easier to index and rank appropriately.

38. **Influencer Collaboration:** Collaborating with influencers in your niche can expand your reach and attract more traffic and backlinks to your website.

39. **Topic Clusters and Pillar Pages:** Implement a topic cluster strategy where you create a pillar page that covers a broad topic comprehensively and links to cluster content that delves into specific subtopics. This helps organize your content for both users and search engines, improving overall site structure and SEO.

40. **Content Optimization for Featured Snippets:** Targeting featured snippets (position zero) in search results can significantly boost your website's visibility. Craft content that directly answers common questions or provides concise summaries to increase the chances of being featured.

41. **Video SEO:** As video content continues to grow in popularity, optimizing your videos for search engines can be essential. Use descriptive titles, descriptions, and relevant tags, and consider hosting videos on platforms like YouTube to benefit from their search visibility.

42. **Mobile-App Integration:** If your business has a mobile app, integrating it with your website can enhance the user experience and potentially lead to better rankings. Deep linking and app indexing can help bridge the gap between web and app SEO.

43. **Content Repurposing:** Maximize the value of your content by repurposing it into different formats. For example, turn blog posts into podcasts, infographics, or webinars, expanding your reach and targeting different audience preferences.

44. **Page Speed Optimization:** Invest in page speed optimization by compressing images, using browser caching, and minimizing code. Faster-loading pages not only improve user experience but also tend to rank better in search results.

45. **AI and Machine Learning:** Explore the use of AI and machine learning tools for SEO. These technologies can help analyze large datasets, predict trends, and automate certain SEO tasks, making your strategies more efficient and data-driven.

46. **Local Link Building:** Build high-quality local backlinks from authoritative local websites and directories to strengthen your local SEO efforts. This can be especially valuable for small businesses targeting a local audience.

47. **International SEO Considerations:** If you have a global audience, ensure that you use the hreflang tag correctly to indicate language and regional targeting. Additionally, consider local keyword research and cultural nuances in content creation.

48. **User-Generated Content Moderation:** If you encourage user-generated content, implement effective moderation to ensure that spam and low-quality contributions don't negatively affect your SEO efforts.

49. **Content Experiments and A/B Testing:** Continuously test and experiment with different content formats, headlines, calls to action, and layouts to determine what resonates best with your audience and improves conversion rates.

50. **SEO Audits:** Conduct regular SEO audits of your website to identify technical issues, broken links, and areas for improvement. Tools like Google Search Console and third-party SEO audit tools can be valuable in this regard.

Google is being changing its algorithm, it stress only to have high quality content and to look for high traffic and conversions. So the trend change and look for only high quality unique content and search engine ranking.

in my opinion, simply because, there are many black hat ways to improve PR, like buying links.
and what Google focus on today is content quality.

Well, Google representatives are emphasizing on the fact that PR is less important for a website. Because webmasters started getting obsessed with it.

Instead of focusing on content, webmasters had started putting in efforts for improving PR using artificial method. Moreover, this was pushing link trading  practice up.

This is why Google dropped the importance of PR in rankings and hence webmasters shift their focus from PR to content quality and backlinks quality.

Backlinks not only boost the "authority" of the page they point to, but also every internally-linked page on the site. Reason being, PageRank flows from page to page via internal links. But if you have backlinks pointing to a broken page, any "link juice" is effectively wasted because it has nowhere to flow from there.
