Ranking fluctuation is normal now as google is regularly refreshes its algorithms so you will get different results overtime. I have seen only top 5 results are stable and all new results are changing

There can be several reasons why rankings fluctuate but if you are referring to fluctuations when you are actively working on the rankings and link building, it can be the Google dance, which is kind of a test.

And if you get caught in the test, that is Google's way of knowing that you were doing SEO and then they can make you wait even longer than they were going to. So it just means that you have to be patient and keep doing SEO the right away without panicking.

May be you are facing this because of the penguin 4.0 because it's a real time so fluctuations can be happen.

    Sounds to me like you're seeing these rankings, then you're trying to 'tweak/optimize' these same pages to go higher in the ranking and so those 2-3 weeks are w/ index A and then your new 'tweaked' page  Index A version 2.0  gets indexed and throws you into a new ranking/tailspin

There are  a number of factoes that cause a fluctuation in rankings but the most common  is a reshuffling by the search engines. When the likes of Google, Bing or Yahoo make small changes to their algorithms, some websites may experience sudden drops or gains in their rankings. Over a short period of time these will level out and a stable position will emerge once again.
Another obvious factor is to loose position naturally, due to an SEO and marketing increase by your competitors. With  more businesses investing in professional SEO services, the top search positions become highly competitive,  maling it harder for your site to rank against them. Website strength is only gained over time and targeted optimization; the search engine ranking should then follow accordingly.

    If you are signed in at work and home, Google will show different results. If the personalization option is selected, the results will be delivered by Google on the basis of your IP address.
    If you have made major changes on your website such as a massive change in the Title tags, it will result in a quick shift in the ranking. The freshness, sandboxing, and rapid plummet will lead to an increase in the ranking, which will take some days or a few weeks to settle down. And this is one reason why you should choose Title tags carefully and stick to them. Lot of changes in Title tags is something, which I do not recommend.
    If by any chance, your competitors’ website has gone down or received a manual spam penalty, it can improve your ranking.
    Google has recently launched the new algorithm Hummingbird. So, the change in the ranking could be the result of the impact of the algorithm.

Make sure you have personalization turned off. Switch to incognito/private browsing mode on your browser, and make sure you are not logged into your Google account, as these can change rankings. Even what computer you use and your physical location can impact rankings.

Also, keep in mind that rankings fluctuate all the time. This is especially true for new sites, as Google tries to figure out where you "belong" in the search results. Even established sites fluctuate, as Google introduces over 200 changes a year to its algorithm.

Your rankings are never guaranteed and can change at any time. The best you can do is make sure your website provides an amazing experience, and work on building links to build up your link authority.
