Obviously the best graphics program is Photoshop (personally I like CS4 the best :D) but what are your people's favorite free program to use?

I like-

-GIMP
-Paint.NET
-Picnik

My personal favorite is Paint.NET, it reminds me quite a bit of Photoshop actually, although supposedly GIMP is more powerful.  Still, I think Paint.NET has a much better interface.  Picnik is a browser-based photo-editing tool that is really pretty neat for enhancing photos.  If you ever need to change the quality or brightness of a picture, that's easy to use and requires no software.

GIMP is indeed a powerful graphics program that is often compared to Photoshop. It offers a wide range of features and is highly customizable. Many people find GIMP to be a great alternative to Photoshop due to its extensive functionality.

Paint.NET is another popular choice for photo editing and graphic design. It has a user-friendly interface, making it easier for beginners to navigate. While it may not have the same level of advanced features as Photoshop or GIMP, it is still a capable program for basic image editing tasks.

Picnik, on the other hand, was an online photo-editing tool that was discontinued in 2013. However, there are numerous other online photo editors available now, such as Pixlr, Canva, and Fotor, which offer similar functionalities.

Here are a few more popular free graphics programs that you might find useful:

Inkscape: Inkscape is a vector graphics editor that is widely regarded as a powerful alternative to Adobe Illustrator. It has a comprehensive set of tools for creating and editing vector graphics and supports a variety of file formats.

Krita: Krita is a digital painting and illustration program that offers a wide range of brushes and tools for creating artwork. It has a customizable interface and is popular among artists for its extensive features tailored for digital drawing and painting.

Blender: While primarily known as a 3D modeling and animation software, Blender also includes powerful 2D animation and video editing capabilities. It is an open-source program that is used by professionals and hobbyists alike for creating stunning visual effects and animated films.

Photopea: Photopea is an online photo editing tool that closely resembles Photoshop in terms of its user interface and functionality. It supports a wide range of file formats and allows you to perform various image editing tasks right in your web browser.

These are just a few examples of the many free graphics programs available. Each one caters to different needs and preferences, so it's worth exploring and experimenting with them to find the one that suits your workflow the best.
