If there is 3-5% of KW Stuffing then it is normal, but when you are going above this you doing Spamming.

Keyword stuffing is the process in which the keywords are loaded and stuffed in the meta keywords, content, or backlink anchor text, in order to gain unfair rankings in the search engine. It is an old technic.

Keyword stuffing should be avoided primarily because it's counter-productive. It's a safe supposition that if you've used a specific keyword 25 times on a single page it's because you wish you could rank well for that keyword.
