Yeah exchange links ratio can be less as you will have to ask webmaster if they like they will put it and its possible after you add they can remove it later. So it can be time consuming but not so effective.

Link exchange is a very time consuming. Some time we get reply instantly, some time it takes one week or more.

Me, Im using a three way link exchange. Go to a thread that offers a  link way exchange. Email the webmaster personally. Based on my experience it just took 24 hours for them to reply :)

It would depend on the PR of the website where you get the links from. Of course the higher the PR, the better SEO it can contribute to your website.
